What Can Be Done by the United States to Aid in Education of AIDS?

There are few things left that can be done by the United States to aid in the education of A.I.D.S. The materials are out there. I think the one thing left of the USA to do is make testing mandatory in the E.R. that would be a start on getting the unknowns treated.
