Pruney fingers is mostly associated with wet fingers. When the fingers wrinkle without water, it is a sign of dehydration. The skin is dehydrated and as such cannot be as flexible as needed thus once wrinkled, does not resume its previous state. Other reasons could be nerve damage but in rare cases.

Wow, Pete, this is an interesting problem. Honestly, it could be due to many things ranging anywhere from water pressure issues, to mechanical vibrations coming from a nearby construction

The outermost layer of the skin swells when it absorbs water. It is tightly attached to the skin underneath, so it compensates for the increased area by wrinkling. Link
