To get married in Portugal you will need to apply for a Certificate of No Impediment from their local Register Office in the UK. You will also need a full birth certificate which has been issued within the last 6 months, a valid passport and a Decree of Absolute if divorced. However there are no residency requirements for getting married in Portugal.
