Dubai is a real melting pot of cultures now. Women should wear moderate dressing for in the shopping malls, restaurants or main tourist areas. It is fine to wear strappy tops and sun dresses. However, topless sunbathing is a definite no. The evenings are the time to dress up, be glamorous and accessorize with lots of jewellery. Men should keep it cool and casual; linen trousers and shirts work well and shorts are perfectly acceptable when shopping.

In Dubai a long or 3/4 sleeved shirt worn loose over a T shirt above trousers/skirt (below the knee, but does not have to be full length) is suitable for all places you might visit during the day. Linen or cotton fabrics are ideal, but in March it is not hot so not too important.
