The measurement of relative humidity and moisture content are scaled by psychrometers and hygrometers. psychrometers are basically two thermometers that measure the ambient temperature, one surrounded by a wick or cloth dipped in distilled water and the other left bare to the surrounding air. What this does is the difference in temperature between both thermometers is the measurement of relative humidity.
