Loyal may mean a number of things, it may mean being faithful to ones obligations, it may also be some ones character by showing faithfulness. If one is faithful to the government or the state that person is being loyal, however those not being loyal to the government may termed as loyal opposition. Loyal opposition is a term applied to opposition parties in the legislature indicating that they are opposing the actions of the sitting cabinet while remaining loyal to the source of government's power.
