Centrifugal Clutch?

Answer

A centrifugal clutch is a clutch that uses centrifugal force to link up two concentric shafts, with the driving shaft cased inside the driven shaft which is the link between the engine and the chain. The clutch's purpose is to unlock when the engine is idling so that the chain stops. When the engine speeds up when the machinist has dragged the throttle trigger to begin chopping, the clutch connects and the chain begins cutting.
