i would say a soft dress in flowing chiffon ,knee lenght or a chiffon cute skirt outfit and dress the outfit up with some gold jewerly and three inch heels in black patent.

because it says "not black tie", i'd go with a cocktail dress, but nothing floor length. heavily beaded dresses are "black tie" formal; sequin accents are not.
