The 9 icon is an indication that Num Lock is on. I think Quickset is a Dell aplication that controls how the function keys control volume and screen brightness & other things.

Dell quickset.exe is a process belonging to Dell computers which allows you to access power management diagnostics and settings. This program is a non-essential process, but should not be terminated unless suspected to be causing problems. Quickset.exe is not a critical component and it appears as a taskbar icon.
