What Is the Proper Way to Acknowledge a Professional Award Are Thank Yous Expected?

I have received a 2011 Women of Merit award from the Small Business Development Center at Scranton University, complete with signed documents signed by public elected officials. Are thank yous to the officials expected? The judging committee or the sponsors? How and in what form?

I would send a Thank You note to the Exec Dir of the org recognizing me for said award. A simple 'thank you for the honor bestowed on me on DATE . I was delightedly surprised.
Appreciatively, My Name. The shorter the better.

Whether or not a thank you is 'expected' what is the upside of not acknowledging professional recognition?
Personally I would correspond with the awarding agency and it's representatives.
