central valley (stockton, fresno, modesto, bakersfield) however they are very undesirable places due to hot weather, being in the middle of nowhere, and not much job opportunities.

Your best bet is going to be. Maple Leaf / Northgate. You can expect to pay under 1k/mo for a very decent 2 bed place and less if you spend time hunting or are willing to compromise
