Those that started the Spoils System was Andrew Jackson. After winning an election, the Political Party gives jobs to those that voted. They do this because it rewards them for making the best decisions towards victory.

The Spoils system was started my president Andrew Jackson. Basically used to get people to vote against every other candidate that ran against for the presidential campaign. The Spoils system was used to get rid of all the other candidates against him.
