It was started in February 12th 1909 not by a single person, but by a group of people (both black and white) inspired by W.E.B. De Bois and the Niagara Movement. Its mission is to ensure the political, educational, social and economic equality of rights of all persons and to eliminate racial hatred and racial discrimination.
