Even if they are neutered, male cats will still try to mate. It's not so much a sexual thing, but male cats do that to appear dominant, and sometimes to comfort themselves.

Its a show of dominance, not a sexual behavior. The cat is showing the dog he (the cat) is the boss.

This is dominant male behaviour towards a younger inferior male. It will stop at some point as the kitten gets older. He's just putting the newcomer in his place.
