Dandruff is a symptom of dry skin in puppies. It can be caused by underactive sebaceous glands. Sebaceous glands produce natural oils for the dog to lubricate its skin and coat. Another cause is low humidity which can dry a dog's skin and bring about dandruff and itching. Other causes are allergies and parasites.
