There are a number of reasons why your toilet does not flush properly. One reason is if the lift wire may not be raising the flush ball up enough and the outrushing water could be drawing it back down too rapidly. You can repair this situation by bending the lift wire enough to shorten it since the shorter lift wire can hold the flush ball away from the rushing water.
