Why have authorities found it so difficult to regulate the fishing in the open ocean to allow for a sustainable yield?

The reason authorities have such a time regulating the ocean and many of the fishing activities that go on, is it is a very big body of water to monitor and very hard for them to track all the different boats and what they may or may not be doing.
