The tip of your nose may be constantly cold due to failure of capillary veins in the nose not doing their job and hence blood flow is restricted. The tip of your nose may be cold due to a condition known as Raynaud's disease which affects blood supply to the skin causing the extremities of the body to be cold and numb. The restriction of the capillaries to prevent flow of blood to the nose is however, is a normal body response to prevent lose of excess heat from the body.
