It may be difficult to consider a photographer to be a muckraker. After all, photography isn't really opinion as much as it is pure documentary evidence. Nevertheless, Lewis Hine could be considered a muckraker insofar as his most influential work was for a political organization to achieve a political end and he indeed achieved that end. As a documentary photographer, he probably wouldn't have been as successful if his cause wasn't just as he sought to improve child labor conditions at the turn of the 20th century.
