When you defrag your hard drive, you run a disk defragmentor program to optimize the placement of files on your hard drive. When you run a defrag program, it puts the pieces back together, organizes them in similar groupings, so stuff loads faster. To run in safe mode, you go to start turn off your computer restart then while the black white text is running press F8 repeatedly, a screen will come up listing a number of alternatives, use up/down keys to go to Safe mode and eventually you will come to a login screen, choose to login as admin, you will be warned that you are in safe mode. Try Start programs accessories defrag. Or start run cmd then in the system window type chkdsk /f and press enter.

I'm guessing that you are using XP? My WinXP used to do that. There are a lot of programs that run in the background that can interfere with defragging. Try running it in Safe Mode
