Actually, this is a liqueur, flavored with the peels of a weird citrus fruit called laraha. The blue color is just artificial coloring to make the drink more interesting, I guess.

You should be able to find it at a large, full service liquor store. Probably not at the small liquor stores or liquor departments in grocery stores.

Agreed, its in the $10-$15 range. However, curacao is just an orange bitter. The blue is added color. If you have a triple sec (Cointreau, Grand Mariner) you could use that in place of it. Probably won't notice the difference.
