Simply put, theocracy is a goverment which recognizes some form of God or deity has the supreme ruler. The greeks were a good example of gods being considered rulers of their society.

Theocracy has the meaning of total control of reign by God. It is usually referenced to the government. If God came and started his own government, that would be total control.
