The National Hurricane Center is who names all the hurricanes. They actually have then "pre-picked" for 5 years ahead of time, and although they used to be just female names, they now alternate male and female.

They first started naming them in the 1800's and then they were named after saints. In the early 1900's, we started naming them after women, specifically right after WW2, 1953.
