Newton's first law of motion states that an object in a state of rest or uniform motion will remain in that state unless an external force is applied.
This is normally taken as the definition of inertia. If there is no net force acting on an object then the object will maintain a constant velocity. If that velocity is zero, then the object remains at rest.
