The National Hurricane Center is who names all the hurricanes. They actually have then "pre-picked" for 5 years ahead of time, and although they used to be just female names, they now alternate male and female.

We name hurricanes simply to help us keep track of and identify storms as they move. Since more than one hurricane can occur at one time the process of naming them keeps us from getting confused as to which storm we're talking about.
