If you mean wooden stair treads the answer is yes. Use a good pva glue ;don't use glue that is over a year old it loses its strength with age; people don't get told this. For more info i would need the type of stair open or closed strings

Try Liquid Nails, PL-400, or any other type of construction adhesive. Once you glue the treads down, don't walk on them for 24 hours and you should be set. Hope this helps.
