To fix these problems, the paper states, the government must focus on economic and social investment to bring about opportunities for the public in order for workers to gain income. With more opportunities and income, social instability should then decline. The government should also focus on providing resources to both rural and urban areas to curb the economic disparity between the rich and the poor. The Asian Development Bank further states that public policy, enforcing women's and child rights, promoting public-private partnerships and social programs are instrumental in reducing poverty.
